Turners Falls Relicensing Information

Overview and Documents

The Turners Falls facility operates under a license issued by the Federal Energy Regulatory Commission (FERC). Turners Falls Hydro, LLC (a subsidiary of Eagle Creek Renewable Energy) is the licensee for the facility. The facility's current license was issued in 1990 and expires in 2021. On February 26, 2016, the licensee submitted to the FERC the following documents to initiate the process of re-licensing the Turners Falls facility:

In addition, on January 10, 2017, the licensee submitted to FERC the following letter indicating a change to the PAD related to its intention to pursue benefits under PURPA:

On February 7, 2017, Turners Falls Hydro, LLC conducted a Joint Agency / Stakeholder / Public Meeting and Site Visit for the Project.  The presentation from that meeting is available here:

On September 27, 2018, Turners Falls Hydro, LLC distributed to resource agencies, Indian tribes, and other interested parties a Draft Application for a Subsequent License for a Minor Water Power Project for its Turners Falls Hydroelectric Project (FERC Project No. 2622). The Draft License Application, which is available for download at the link below, includes a transmittal letter that provides instructions on how to provide comments on the application to TFH. FERC regulations allows for a 90 day comment period on the Draft License Application. Therefore, comments are due to TFH no later than December 27, 2018.

These documents are available on this site via the links above. Turners Falls Hydro, LLC will also provide hard copies of any of the above documents upon request. A reproduction cost fee of $0.25/page will apply to such requests. Please use the link below to download a request form and mail the completed form, along with a check for the reproduction cost fee, to Turners Falls Hydro, LLC, care of Eagle Creek Renewable Energy, to request a hard copy of any document.

The licensee will continue to post public information regarding the relicensing of the Turners Falls facility as the process continues.

Comments and Study Requests

Parties’ written comments on the PAD and Study requests must be filed with the Commission no later than 60 days following the Meeting and Site Visit.  The deadline for filing comments is April 10, 2017.  Comments may be filed directly with the Commission.  Comments or questions may also be filed with the licensee's consultant, Louis Berger:
