Overview
The Worumbo facility operates under a license issued by the Federal Energy Regulatory Commission (FERC). Brown Bear II Hydro, Inc. (a subsidiary of Eagle Creek Renewable Energy) is the licensee for the facility. The facility's current license was issued in 1985 and expires in 2025. On November 23, 2020, the licensee filed documents with the FERC (available below) to initiate the relicensing of the project using the Integrated Licensing Process (ILP).
Licensing Process
The licensee is following a FERC process known as the Integrated Licensing Process (ILP). The ILP is one of three approved processes, described on the FERC website here: https://www.ferc.gov/industries-data/hydropower/licensing/licensing-processes. Under the ILP, the FERC will provide public notice of the application, issue a Scoping Document outlining the process and schedule, and schedule scoping meetings and a site visit. The licensee will provide further information on this website during the process.
NOI, PAD, and TLP Request
On November 23, 2020, the licensee filed with the FERC a Notice of Intent (NOI) to file an application for a new license and a Pre-Application Document (PAD) for the Worumbo project. These documents are available for download below. The filing of the NOI officially initiates the process of relicensing for the Worumbo project. The PAD contains a detailed summary of information about the project for all stakeholders to review at the beginning of the process. Some of the information presented in the PAD is considered Critical Energy Infrastructure Information (CEII) as defined by 18 CFR §388.113(c). Such information has been removed from the public version of the PAD. In accordance with the FERC's filing guidelines, all CEII is included in a separate volume. In addition, some of the information presented in the PAD contains confidential financial information as defined by 18 CFR §388.112, which has been removed from the public version of the PAD and has been filed in accordance with the FERC's filing guidelines as a separate volume.
