Overview
The Kezar Falls facility operates under a license issued by the Federal Energy Regulatory Commission (FERC). Kezar Falls Hydro, LLC is the licensee for the facility. The facility's current license was issued in 1990 and expires in 2030. On September 30, 2025, the licensee filed documents with the FERC (available below) to initiate the relicensing of the project using the Traditional Licensing Process (TLP).
Licensing Process
The licensee has requested to follow a FERC process known as the Traditional Licensing Process (TLP). The TLP is one of three approved processes, described on the FERC website here: https://www.ferc.gov/licensing/licensing-processes. Currently, the process is in the first stage: the licensee has filed a notice of intent, preliminary application document, request to use TLP, and newspaper notice. Once the FERC has approved the use of the TLP, the licensees will conduct a Joint Agency Meeting and Site Visit.
NOI, PAD, and TLP Request
On September 30, 2025, the licensee filed with the FERC a Notice of Intent (NOI) to file an application for a new license, a Pre-Application Document (PAD) for the Kezar Falls project, and a request for approval to use the Traditional Licensing Process (TLP). These documents are available for download below. The filing of the NOI officially initiates the process of relicensing for the Kezar Falls facility. Some of the information presented in the PAD is considered Critical Energy Infrastructure Information (CEII) as defined by 18 CFR §388.113(c). Such information has been removed from the public version of the PAD. In accordance with the FERC's filing guidelines, all CEII is included in a separate volume. In addition, some of the information presented in the PAD contains confidential financial information as defined by 18 CFR §388.112, which has been removed from the public version of the PAD and has been filed in accordance with the FERC's filing guidelines as a separate volume.
